Statement of DallBogg regarding the decision of the FSC of October 1, 2025, imposing a new ban on the company’s cross-border activity

The largest Bulgarian insurer “DallBogg: Life and Health“ is committed to providing the best possible insurance products and to protecting what matters most to our customers – their security and quality of life. Our first priory is to ensure that our customers feel safe and at ease.

 

In this spirit, DallBogg has successfully expanded across Europe over the past years, developing into one of the most dynamic and fastest-growing insurers. However, our cross-border insurance activities have recently faced a temporary setback. The Financial Supervision Commission (FSC) issued a three-month suspension of DallBogg’s ability to expand or conclude new insurance contracts, on the basis of delayed answers to customer complaints. Thereby, the FSC intended to allow us time to reinforce our internal capacities.

 

Immediately following this notice of the FSC, DallBogg implemented comprehensive corrective measures to address all identified deficiencies. These measures have already shown tangible results over the past four months – from mid-June  to mid-October. Rarely does a working day pass with pending or unanswered customer complaints from the same day – even though regulatory requirements allow for 15 to 45 days in different host counties – and all payments are being executed well ahead of deadlines.

 

DallBogg has submitted a detailed progress report to the FSC, outlining the concrete improvements made across the nine assessment criteria defined by the European Insurance and Occupational Pensions Authority (EIOPA). Despite the clear evidence of progress, including negative indicators well below market averages, DallBogg has not yet received any feedback on the report.

 

Instead of clear, constructive guidance by the regulator, DallBogg has now been confronted with a new decision from the FSC, containing very broad general statements and claims not supported by facts. We have repeatedly urged the FSC to base any observations on verifiable evidence so that we can address them in a transparent and productive manner. Unfortunately, these requests have so far gone unanswered.

 

Please rest assured that we are fully committed to resolving this matter as fast as possible. We are working diligently to lift the temporary suspension and continue to cooperate closely with the regulator to achieve a positive resolution.

 

We hope that the regulator will soon recognize the improved claims management process and acknowledge the consistent efforts being made toward its enhancement. During the period of suspension of the insurer’s cross-border activity, we have paid compensation to affected parties totaling over EUR 47 million, which clearly demonstrates our continued commitment to protecting the interests of insurance consumers.

 

Importantly, the quality and safety of DallBogg’s existing insurance contracts remain unaffected. DallBogg currently maintains a Solvency Capital Requirement (SCR) coverage of 157% – or 138% under the most conservative methodology. We remain dedicated to the highest standards of compliance, transparency, and consumer protection, and will continue to safeguard the rights and interests of consumers everywhere and achieve even stronger capital adequacy as the leading and most dynamically developing Bulgarian insurer.
